A shared inbox with presence and assignment, a contact database with deduplication enforced in the schema, pipelines, a booking system, broadcast delivery tracking, review collection, an assistant with a durable engine and a permission model — that is the application layer, and on Twilio it is yours to write and maintain.

Both, if you want
There is a public REST API and a built-in MCP server, and per-account custom HTTP connectors let an assistant call your own endpoints behind an SSRF guard. Worth being precise: one endpoint of the public API has shipped so far — the rest is documented and not yet live, and the feature page says so.

Self-hosting is a real option
RaabtaHQ is self-hostable on your own infrastructure and your own Postgres. For teams whose reason for looking at a CPaaS was control over data, that is often the shorter path.
